so like i don't Officially headcanon this bc its a whole can of worms but me and a couple of my friends with adhd have talked about how kagari really presents like someone with adhd
and how literally he's probably only considered threatening bc the society has made it so seeking stimulation/excitement in itself is threatening
and in the absence of the sybil system he could've had a totally normal life
