SPLINTING: overwhelming "yes", the only vote that was even "maybe" came from Felicity who self-disqualified
HANDCUFFING: overwhelming "yes", there was one "no" vote from Jun who self-disqualified, and one "maybe" vote from Akko
AMPUTATION: there were three unmitigated "no" votes and only one unmitigated "yes" vote. therefore, it is my belief that Bang's hands are currently not amputated. If anyone whose character voted "yes" wants to go forward in the future with a player plot to amputate Bang's hands, more power to you
GUARD DUTY: literally unanimous "yes" for this. furthermore, there were several characters volunteering to actually do it themselves, though five did either refuse or have some caveat like feeling under the weather or some other character not wanting them to do it.

Therefore it seems valid to assert that Bang has been splinted, handcuffed, and monitored continuously ever since the incident.
