When paired with a new inmate who had, quote, "ended up hurting and killing several people", this warden's first priority was to request that Zero not be used to detain this inmate in future. As for what consequences were levied instead: an explanation that future misdoings would have consequences. In light of the inmate being attacked in retribution, Dr. Sheehan went on the record that all wardens must believe all inmates are worthy of redemption just because the admiral says so.

Let there be a black mark next to the name of Trevor Belmont. But let there also be a blank mark next to the name of many other wardens. Trevor served as a monitor of unpaired inmates for more than a year and informally conducted such duties for quite some time before and afterwards. In an impressive display of wardens coordinating in literally any way whatsoever, he only stepped down because a warden supervisor was required for the inmate workers in the dining hall to conduct their duties. Many new arrivals and other inmates owe their sense of safety to him, even though some had it taken. Lots of wardens get away with just not doing either.
