Makima is the Control Devil, an entity formed and influenced by the collective fear humanity has of being controlled. If any conscious force like a god was involved in this process, it has a sick sense of humor and so we can say in a Watsonian sense she was created to suffer and inflict suffering. Furthermore, it is heavily implied that she incarnated in a state mentally younger than adulthood and was then groomed by the government organization of Public Safety (also known as the Devil Extermination division or Devil Response Task Force). This has a bureaucratic vibe and the cultlike elements are only doubled down upon in Part 2 of the manga. Makima is the leader of a cultlike deep state or splinter faction within Public Safety, but she isn't the leader of Public Safety itself.

Whatever direction she did receive from the government, however mild, was precisely for the purpose of a position where she was perceived to have given up enough of her independence that in return she was trusted with resurrecting each time she was attacked, at the cost of another citizen's life. So yeah, she's been shot. And skewered. And dismembered. And she has an indifferent reaction to cigarette smoke being blown in her face as well as having her fingers broken, so torture seems like a safe bet. It's hard to say whether the supernatural blows that broke her fingers count as blunt force trauma, though there's also a series of fights where it would make sense for her to have fallen harshly down to the ground and simply healed again after her legs and spine were broken. She has temporarily and permanently died.

At least once, Makima expresses regrets about the extent of casualties incurred through retaliation to her plans, so it's pretty easy to scale this backwards and imagine a younger Makima who was reluctant to kill at all, who experienced the death of someone who was a stable presence in her life. But you know, maybe the entire point is that she never got to feel close to a single other person once? Could a devil ever really hate killing? Is what's normal for Devils still neurodivergent within a civilized society that is ultimately human? I am certain that hiding her status as a Devil and fighting against her own kind, no matter how evil she believes them to be, really haunts her.

Whatever the reason, she has a deep desire to be wiped off the face of her earth. She pursues a no-holds-barred battle with Chainsaw Man as his biggest fan who wants his erasure ability to be used on either the evils of the world or herself. For the sake of this plan, she grooms a teenage boy for the explicit purpose of psychologically traumatizing him, and she has a number of pawns who are brainwashed and in love with her. It's possible to extrapolate even more overt sexual violence within and beyond these contexts, though fortunately . Though at the same time, I have to wonder what Makima endured before this, how young she was when she became certain that her plan should involve intimacy with someone for whom she felt no attraction, whether anyone else demanded this from her or she only expected it of herself.

Also, her pawns are both male and female. Diversity win!
