I'm thinking of the format being like, app rounds, no character cap (I mean I don't know if anybody would even be that interested in this) just "get your character in by this time and also only one character per person."

Essentially, your character is on the train to Inaba (whether renamed for the sake of memory-loss or name kept intact) transferring there for one reason or another on the suggestion of their "family." They go to school or work and live out their lives, then the rumors of the Midnight Channel start up, then the murders start happening.

Then they see one of their classmates or coworkers on the midnight channel and make the connection, something beckons them to touch the screen and they realize it's not solid. The next day that person is missing. Someone (a leader type character most likely) tapes up flyers all over the place "come to the park if you want to figure out the truth behind the midnight channel" or something like that and eventually they get to talking about the missing person and the TV being weird and stage an investigation.

This is all, of course, part of Izanami's game, she wants for them to figure things out and go into the TV World.

As they confront and fight shadows and as everyone's Personas awaken (and people are rescued from being killed and the memories of their actual lives return) threatening letters start appearing in the mailboxes of characters telling them to "STOP RESCUING" just like in canon (although it's Izanami testing their resolve to continue trying to find the truth and their memories) also included can be hallucinations of loved ones being killed by shadows.

Izanami herself is at the end of this ordeal, she will restore everyone's memories if she is defeated, with the fear of the underworld itself crowding around the group it is truly their resolve to keep moving forward that will win the battle, strength of heart and soul rather than physical strength.

When the battle is won, everyone's memories are returned and the train to leave Inaba comes into the station. Izanami thanks them all for playing and congratulations them on their bravery, but there's a catch—someone has to stay behind to be the leader of the next campaign. Yes, she is planning to do this again and again—testing every human she can to see if humanity really is all it's cracked up to be. One player character (with painful memories of their home yet having to pretend they're a resident of Inaba) stays behind and the rest go home and the game starts all over again.

App mechanics could be something like "describe your character's shadow and persona in detail" with a link to mythological beings and the personashadows.tumblr.com tumblr for inspiration, also arcana naturally, but we'd need to consult a tarot expert to write a blurb on every arcana and how it relates to what part of the journey a character is in.
