Employee handbook for Angband Blackout Research Base
Page 45: Procedure for Anomalous Blackout.

Due to the nature of our research, Angband is known to have the occasional blackout. This is nothing to worry about as long as you keep your wits about you. In preparation for such an event, all staff are to have the following items on their person at all times:
- a flashlight or other light source
- earplugs or noise cancelling headphones
- a firearm.

In the event of a blackout, this is what you should to to maximize your odds of survival:
1 - Do not move! Stay where you are until you have a plan of action!
2 - Attempt to light the area up with your flashlight. If this works, feel free to navigate to a different part of the facility that still has light and continue with your day.
3 - If your flashlight does not produce any light, there is a strong chance that this is an Anomalous Blackout, and your actions now will determine whether you live or die. Remain where you are and wait for the lights to return. Most blackouts only last a few minutes, and none to date have lasted more than two hours.
4 - If you hear voices or see a light source during an Anomalous Blackout, do not approach them. Stay where you are.
5 - If you are in a lit area during an Anomalous Blackout, please put on your noise canceling device of choice immediately and leave them in place until the event ends.
6 - If you are in a lit area during an Anomalous Blackout and you see an employee exiting the darkened area without a flashlight or other light source, restrain them immediately by any means necessary, up to and including lethal force. Once they are restrained, contact security to take them away for processing.
7 - Once the all clear siren goes off, you may continue with your work day.
